You can't turn fat into muscle.
Fat cannot be turned into muscle because they are made out of different tissue types.
Losing fat is a separate process to gaining muscle, when you lose fat you have to burn calories to reduce fatty tissues in the body. To build muscle you must eat the right amount of quality proteins in conjunction with a suitable exercise regime, which in turn will provide the building blocks for muscle development.
